Shouguang cluster in China: from a local vegetable production base to a global player in the sector

This case study focuses on the development of the Shouguang vegetable cluster since the early 1980s. It describes the rapid and successful development of the cluster from a local vegetable production base to a global player in the sector.
The case study opens with some key figures on agriculture showing why this is a major challenge for the future. It then focuses on the role of agriculture in China, which is the world's largest producer and consumer of agricultural products. The cluster concept is introduced and its importance in the Chinese context is described. The case study then describes the Shouguang cluster, allowing students to identify the cluster's life cycle, resources and competences, competitive advantage, and challenges for the future.
The case also provides a basis for discussing the cultivation of organic and 'green' vegetables.
Objectifs pédagogiques
The Shouguang case study aims to highlight the relevance of the cluster approach in agriculture, and to discuss the life cycle and competitive advantage of a successful cluster in an emerging economy. The concepts of industry life cycle and competitive advantage, and the resources and competences approach, are illustrated in the case study, which also provides the basis for discussing the role of innovation in agriculture, poverty reduction, local economic development, the impact of globalisation on the cluster, the cultivation of organic vegetables.

The Shouguang case study can be used in courses on strategic management, international business, sustainable development and agricultural business, and in courses that focus on emerging markets, in particular China. It can also be used in economics courses that look at local economic development.
As the case provides the basis for discussion of various topics and the application of several concepts and theoretical approaches, it should be included in the middle or towards the end of the course. It can be used as a final case study.
A serie of 20 slides is also available for the teacher, as a teaching material, to debrief the case during a plenary session with his students.
